In contrast to the Marine efforts of subsidizing farmers away from dependence on the poppy harvest, the Afghan government in Helmand ran a program earlier this year that used dozens of tractors to plow under Poppy fields in the village of Charm Jir, about 5 miles North West of the capital of Helmand Province, Lashkar Gah. British or American soldiers were not present for the operation because they feared being associated with the heavy-handed Poppy eradication program, said Col. Gullah Ayoubi, the security adviser for Gulab Mangal, the Governor of Helmand Province. |
